Abstract

In the absence of national health care reform, many states are eager to press forward with their own reforms. But there's a stumbling block: the 1974 Employee Retirement Income Security Act, which bars states from taxing and regulating many health plans. And the business lobby promises to fight efforts to weaken the law.
