What's in a name?
Abstract
AIDS: Georgia currently does not track HIV infections and the issue of HIV reporting remains controversial. The State has a name-based registry of people diagnosed with AIDS and uses names to track users of AIDS Drug Assistance Programs. Although the system has been treated confidentiality, with no known breaches, there are still many organizations opposed to names reporting. Two States, Maryland and Texas, have developed unique identifier systems to track HIV/AIDS, with mixed results. The Texas system has suffered from lack of buy-in by health departments, but Maryland is very committed to its UI reporting system. The strengths of the UI system, including confidentiality issues, are addressed. Further information is available on the issue and residents are encouraged to contact the State to request either a name-based or UI-based system.
