Identifiers are coming, but names or numbers?
Abstract
AIDS: The Centers for Disease Control and Prevention (CDC) is discouraging unique identifier- based reporting programs for AIDS cases in favor of a name-based reporting program. Several States are moving in the direction of unique identifier-based reporting, but may find that they will not be getting desired support from the CDC. Current HIV surveillance data show where the epidemic is flourishing, however, only 29 States have actually adopted an HIV surveillance program. More often, States have adopted an AIDS surveillance program, which explains the epidemic after it has matured. The CDC plans to publish a report of guidelines intended to help the States build a comprehensive HIV name-based reporting system.
