ACLU lauds Maryland's alternative to names-based tracking of HIV cases. American Civil Liberties Union
Abstract
AIDS: The American Civil Liberties Union (ACLU) released a report that documents Maryland's success with their HIV tracking system, using unique identifiers instead of names. The program was adopted to protect a patient's confidentiality and to encourage people to be tested without releasing their names. This is the first comprehensive study of a unique identifier system. The Centers for Disease Control and Prevention (CDC) supports name reporting and has not funded or supported identifier systems such as those in Maryland and Texas. All States are required to track AIDS cases and 28 States voluntarily track HIV through name reporting.
