The author assesses the 1990 Post-Enumeration Survey, which was "designed to produce Census tabulation of [U.S.] states and local areas corrected for the undercount or overcount of population....[He] discusses the process that produced the census adjustment estimates [as well as] the work aimed at improving the estimates....
