Abstract

PIP: This document summarizes the US Department of Labor, Health and Human Services, and Education, and Related Agencies Appropriations Act of 1991. Title 1 makes appropriations to various agencies within the Department of Labor. Title 2 makes appropriations to various agencies within the Department of Health and Human Services and prohibits the use of funds to perform abortions unless the life of the mother is endangered. In addition, this title provides for the assignment of up to 60 Public Health service employees to child survival and AIDS programs. Title 3 contains the appropriations for the Department of Education. Title 4 funds related agencies, and Title 5 contains general provisions, including a prohibition of the use of funds to distribute sterile needles for hypodermic injection of any illegal drug unless the President certifies that such programs are effective in stopping the spread of HIV.
