Family planning funds administered by the states increased 20 percent in FY 1978

Abstract

PIP: The most important aspect in the administration of funds for family planning by state health and welfare agencies in FY 1978 was the increase of almost 40%, or $15.3 million, in expenditures for purchase of medical family planning services under the Title 20 program. This continues a trend of increasing support over the years for such services; they had increased by almsot 30%, or $9 million, between FY 1976 and FY 1977. Many family planning provider agencies have become increasingly able to deal effectively with state welfare agencies in securing Title 20 contracts. Although in FY 1978 Title 20 and Title 10 provided comparable levels of funding for services administered by state agencies, $54.4 million in 34 states and $55.9 million in 38 states, respectively, these funds are allocated by different methods. Title 10 funds are given to a state based upon documented need for family planning services within the state. Title 20 funds are given within a state's total Title 20 allocation, which must fund other services as well. A $6.8 million, 14%, increase in Title 10 expenditures by state agencies in FY 1978 was accompanied by a $4.6 million, or 19%, decrease in expenditures under Title 5. In FY 1978 the federal Title 10 project grant program appropriations were increased by $29 million over the previous year; 31 of the 38 state health agencies receiving Title 10 grants reported increases in their grants for that year.
