PCT chief executives fear that last week's funding allocations will not be enough to make an impact on public health and that the lack of ringfenced cash for 'spearhead' trusts' will be dangerous. And using weighted capitation figures to calculate funding levels shows very different winners and losers to the official Department of Health claims.
