To examine the ethical and legal aspects of preparing for pandemic disease, the Institute of Medicine’s Forum on Microbial Threats hosted a public workshop on September 19–20, 2006, in Washington, DC. The presentations and discussions of the workshop were intended to explore the existing knowledge and unanswered questions pertaining to (but not limited to) the following topics:
