Competing interests: We have read and understood BMJ policy on declaration of interests and have the following interests to declare: IEB and MGS received grant funding from the UK Department of Health and Social Care to evaluate lateral flow tests in the Liverpool pilot. IEB reports fees from AstraZeneca as chief data scientist adviser via Liverpool University outside the submitted work.
