Establishing criteria for evaluating health system reform proposals
Abstract
Effective proposals for health system reform will need to address the many complex issues facing medicine. Piecemeal approaches to health system reform are not likely to succeed. The Health System Reform Index may be a useful instrument for evaluating the scope and potential success of proposals that address critical issues in health care.
